The problem

Bitcoin has no minimum standard a consensus change must meet.

The BIP system provides a way to propose changes to Bitcoin's consensus rules, but sets no bar a proposal must clear before the community considers activation. There are no required review periods, no mandatory code-audit standards, no agreed activation thresholds, and no framework for weighing the legal and economic fallout of a failed activation.

This paper proposes one — a comprehensive framework, including a 20-point Consensus Change Readiness Checklist — drawn from the record of Bitcoin's prior consensus changes, established software-governance practice, and a legal analysis of the liabilities created by reckless activation.

The case study, resolved

BIP-110's mandatory window closed at zero.

The framework's Section 1 case study was never hypothetical. BIP-110's activation was keyed to specific block heights, and in August and September 2026 that schedule ran its course.

8 Aug 2026 UTC Mandatory signaling opened — block 961,632.
23 Aug 2026 UTC The window closed — block 963,647. None of its 2,016 blocks signaled, against a 55% threshold requiring 1,109.
10 Aug 2026 The BIP document was closed — the BIP editors set BIP-110's status to Closed (bitcoin/bips PR #2245).
30 Aug 2026 UTC The enforcing minority changed proof of work — block 961,640, BLAKE2b (Bitcoin Knots v29.4.1, released 2 Sep). A hard fork; the paper records it and takes no position on that chain.
5 Sep 2026 UTC The activation height passed — block 965,664, no signaling, no enforcement.
